An incredible opportunity awaits you! Join our team where you will provide essential commercial support to the National Highways Smart Motorway Alliance (SMA). This alliance of six dynamic partners is delivering a vital portion of the National Highways Smart Motorway Programme (SMP), a once-in-a-generation initiative set to transform the nation's Strategic Road Network (SRN).

Your Role

As a key member of our team, you will be responsible for setting up projects within the National Highways project controls system, PRISM. This includes establishing budgets and planned positions for Earned Value Management, laying the foundation for the success of transformative initiatives.

Key Responsibilities

Cost Engineering & Reporting

  • Establish the cost capture strategy for the scheme and manage cost capture and alignment to the Cost Breakdown Structure (CBS) within Ares PRISM.
  • Facilitate the baselining process, ensuring alignment between scope, programme, and value.
  • Provide monthly reports on partner compliance with Alliance processes and develop improvement plans as needed.
  • Review and analyze forecasts submitted by partners to ensure alignment with the overarching scheme programme.
  • Calculate and assure scheme partner accruals, providing records to the Project Management Office (PMO).
  • Work with Alliance Partners to provide commentary on monthly, yearly, and out-turn spend accuracy and variance analysis.
  • Prepare and submit cashflow forecasts.
  • Support the preparation of the financial section of scheme dashboards and other Alliance reporting.
  • Report monthly to the Programme Commercial Lead on project cost performance, highlighting key variances and concerns.
  • Assist the Head of Cost Management and Programme Commercial Lead in finalizing EVM results and narratives.
  • Manage the identification and reporting of spend levers and risks related to client financial budgets.
  • Identify and report lessons learned or recommendations for increasing efficiency or value for money.
  • Ensure cost allocation at the scheme level aligns with the CBS.
  • Assure PRISM information submitted by partners and ensure accurate reporting flows to client financial systems.
  • Validate the budgeted cost of work performed and scheduled each period, ensuring alignment with the latest scheme budget and programme.
  • Maintain robust records for all cost and earned value reporting.
  • Ensure risk reported in PRISM aligns with the Alliance's risk management system, Xactium.
  • Manage change control processes effectively.
  • Maintain financial impact assessments for instructed changes.
  • Revise baselines when changes are implemented following governance approvals.
  • Manage the impact of inflation on cost forecasting and budgeting.

Essential Experience Required

  • Experience within a PMO and/or Project Controls environment.
  • Experience as part of a multi-disciplinary team.
  • Proficiency in commercial reporting, cashflow forecasting, and cost planning.
  • High attention to detail focused on successful project delivery.
  • Excellent communication skills and comfort in a client-facing role.
  • Highly skilled in Excel.
  • Analytical and methodical approach to tasks.
  • Knowledge of NEC is desirable.
  • Experience with Earned Value Management.
