Job Description

The HPC EPR-E Project Management Office (PMO) is looking for an experienced Cost Control Engineer to join our Site Support Team (SST) Project Controls team.


This role is to support the Joint Design Office Design Teams (JDO-DT) NI and CI-BOP covering elements of the main engineering contracts, as well as any scope of work that falls under a dedicated contract for construction and commissioning services. The Cost Control Engineer will directly report to the HPC SST Project Controls Manager and will be located at the EDF Aztec West office.


The main responsibilities of the SST Cost Control Engineer include:
• Monitoring the Budget, Forecast and Actuals in accordance with EPR-E and EDVANCE guidelines as well as NNB reporting requirements.
• Developing and maintaining an integrated cost dashboard to effectively monitor and manage the SST costs, as well as the CBS, WBS, and OBS.
• Keeping the SST booking guide up to date.
• Performance and Reporting – this involves close collaboration with the Head of SST, JDO Disciplines Manager, SST Project Controls & Commercial teams, to:

  • Define the appropriate perimeter for eOTPs, entities, budget, resource & cost-type to calculate the key Project KPIs (C1 & C2).
  • Determine the forecast outturns (EoY projections) in line with the most recent staffing plan as well as the client’s expected activity.
  • Articulate the narrative on deviations and provide clear insights and projections.
  • Ensure consistency with Central Team KPIs and Reporting.

• Change management – with the support of the Commercial Manager and the Project Controls Manager:

  • Raise Change Requests (CR) & Compensation Events (CE), ensuring completeness, quality, and relevant information are provided into the UKCC summary.
  • Prepare and implement CR Cost Sheets into EcoSys.
  • Manage the CR progress, the Change Decision Meetings (CDM), and the CR implementation process in coordination with the EPR-E Change & Risk Coordinators.

• Project exercises – with the support and guidance of the Project Controls Manager:

  • Prepare and take part in the main project exercises such as Task Order (TO), Landing Estimates (LE2, LE3), Mid Term Plan (MTP), Work Force Planning (WFP) exercises.
  • Prepare the monthly performance reviews – ensuring the quality of the data, checking the relevant perimeter, ensuring the completeness of the bookings, invoices, and accruals with the Finance and Central Cost Teams.
  • Assist the SST team during performance review meetings and provide any relevant information whenever required.
  • Help to reflect and implement corrective actions and mitigation plans into the numbers.
Qualifications

Essential
• Minimum of 4 years’ experience in project cost control
• Financial analysis and gap analysis between actuals and budget and./or forecast
• Ability to synthesise large volumes of data
• Capacity to communicate clearly on cost topics to technical disciplines
• Advanced proficiency in MS Excel
• Fluent in English
• Highly organised, conscientious, good communicator.
• Ability to navigate in a complex project environment with multiple stakeholders.


Desirable
• Experience of an international and culturally diverse working environment
• Excel Power Query (M) and Power BI (DAX) will be highly appreciated
• MS VBA knowledge would be a plus
• Knowledge of Target Price contracts
• French speaking competency would be an advantage

This role requires the successful candidate to hold a minimum of a Security Check (SC) clearance without any caveats to that clearance.

Due to the nature of work this role will be delivering and for the protection of certain assets, the successful candidate has to be a UK national or in MoD approved cases a Dual National from a non-ITAR country.
