Carmichael UK are seeking a Service Protection Manager to join a major resurfacing project at Heathrow Airport. 

The service protection manager's primary role is to protect the airport key assets, and underground utilities from unplanned damage, and or outages, whilst maintaining the safety of the works, and the personnel completing the planned works.

The service protection manages the service protection team, to ensure that the team work with the latest, and most accurate information possible, ensuring that safe systems of work around utilities, and surveys, are maintained, and that all works are coordinated to be compliant with the Underground utilities, and breaking ground requirements, as well as the Heathrow Service protection plan.

Roles & Responsibilities:

  1. Manage & review all processes and communicate this with staff, ensuring compliance against Breaking ground requirements, and Heathrow Service protection requirements.

  2. Be the main point of contact for all site management to assist with queries regarding underground utilities.

  3. Coordinate works around underground utilities, proactively, coordinating surveys

  4. Review and assess suitability of data, accuracy of data, and monitor the age and quality of the data available.

  5. The service protection manager, where required, should support the planning and coordination of various aspects of site surveys.

  6. Ensure training to the in house and subcontract workforce, ensuring those with the heaviest risk of interface are trained in the airport and safe systems of works

  7. Ensure coverage of suitably experienced and trained service protection and supervisors, supported to ensure that all works strive for a zero strike mentality

  8. Assist at the start of new projects, or with new clients to ensure the smooth running of the project

  9. To build and develop a survey and service protection team

  10. To support the construction teams to ensure the smooth running and safe delivery of the works.

  11. Ensure all H&S regulations are followed by all staff

  12. Engage with clients, designers and stakeholders to find solutions of works that interface with utilities.

  13. To carry out site audits on permits to break ground, and methods of work, to ensure compliance and safety are maintained around underground utilities.

  14. To provide occasional site cover when workloads demand.

  15. Ensure a solid and robust system of works is in place, with regard to existing condition surveys vs as built records, and the maintaining of an accurate LIVE MODEL for all service protection teams to work with, flagging up at all times any issues to PM’s that could lead to risk of utility damage or safety incidents around underground utilities.

  16. Attend Heathrow service and asset owner surgeries, to discuss planned works outside Heathrow service protection processes, obtaining dispensation and permissions to complete out of scope safe methods of works to construct what has been requested by client and design teams.

  17. Coordinate dispensation and non standard methods of work with the project delivery teams, ensuring asset protection and safety at all times.

  18. Aid the project teams with underground utility strike investigations

  19. Aid the site teams to adopt safe methods of works, and utility markings, ensuring a lessons learned mentality is adopted, helping to continuously improve our breaking ground works with underground utilities.

  20. Work with project and commercial teams preparing scope documents for planned surveys, and ensuring suitable surveys are requested, coordinate with Heathrow SPT requirements

  21. Ensure subbies can deliver accurate and efficient surveys on site, supporting in the coordination, implementation of surveys, then subsequent identification of any anomalies or omissions on receipt of the data and survey files.

  22. Ensure project teams prepare and maintain compliance with Service protection plans.

Requirements;

  1. QCF level 05 or above

  2. Suitably experienced in Civil construction

  3. CAD capabilities

  4. Engineering and dimensional awareness

  5. An understanding of working with PAS128 information

  6. An understanding of working with HSG 47 requirements

  7. A good communicator, organised and with the ability to manage their own workload.

Has the ability  to prioritise their workload against the P6 master programmes, ensuring that all projects under their control remain as safe and proactively managed as possible, in regard to planning of works around underground utilities

You must have the flexibility to work days, nights, backs and weekends (when required)
