Contract: Temporary, 6 Month contract, ASAP start
Possibility of Extension: Yes, based on performance
Pay Rate: £400.00 Per Day(PAYE)
Working Hours: 35 hours per week, Monday to Friday, 09:00 AM - 5:00 PM
Location: TQ12 4XX

Job Purpose:

The post holder will play a key role in supporting the council's efficiency & reorganisation programme. Working across the organisation undertaking the necessary business process re-engineering that will underpin the transformation of customer-facing service delivery and make recommendations for continued improvements based on a variety of data sources. Led the council M365 strategy delivering ongoing deployment phasing of power APP's, delivering a programme of business process reengineering across all services considering the newly available functionality which M365 provides and their supporting standard operating procedures

Typical involvement will include:

  • Be an ambassador for digital services, lead the M365 tribe leaders learning programme and ongoing way of working and agree and deliver a phased delivery plan and operating procedures for the deployment of M365 Power APPs
  • To contribute towards the development of the corporate digital transformation programme
  • Develop and design business improvement initiatives to create efficiencies and develop new ways of working by challenging existing service delivery through business process re-engineering (process mapping as is/to be) 2
  • Work with all services to understand demand and enable appropriate digital service provision in line with the Digital Transformation strategy ensuring all online interactions are fit for purpose and customer-focused.
  • Provide corporate and service-specific support that helps to understand customer behaviour, improve customer experience drive efficiencies and digital channel shift and work efficiently.
  • Evaluate information gathered from available sources and provide an executive summary with supporting recommendations (Sources to include interviews, document analysis, requirements workshops, surveys, site visits, business process evaluation, use cases, scenarios, task and workflow analysis, competitor analysis, PEST analysis, benchmarking, performance reporting statistics)
  • Lead and undertake service reviews, running stakeholder workshops and preparing business requirement specifications
  • Plan and lead the delivery of the projects from the work programme across multiple teams and areas of the organisation
  • Work with functional managers to transform and develop new requirements through discovery, design, and deployment
  • Carry out feasibility studies, cost-benefit analysis on specified change-related opportunities and input and influence solution design
  • Define and agree on deliverables with stakeholders and drive and challenge business units on successful execution of communicated plans ensuring project deadlines and schedules are met
  • Design service business processes to become more efficient and customer focussed in line with design principles and Target Operating Model
  • Develop organisation, process, and technical design proposal blueprints for future state 'to be' based on 'as is' position
  • Sourcing, reviewing, writing, and presenting management information BA reports and briefs to a wide range of stakeholders.

Qualifications and Experience:

  • ILM Level 4 or equivalent qualification OR able to evidence experience in management
  • Completed Prince Practitioner or willingness to complete it in role
  • Experience in managing projects and working in a project/programme environment to an agreed framework
  • 18 months of experience working as a Business Analyst using Engage / Visio and or other process mapping tools and related Business Analysis tools/models
  • Create Business case
  • A track record of building-wide and strong internal and external business networks
